The Hospital Franchise Fee Program (HFF) was originally enacted as part of Ohio's 2010 - 2011 Biennial Budget bill (Am. Sub. H. B. 1 of the 128th General Assembly). The program was continued in the 2012 - 2013 Biennial Budget bill (Am. Sub. H. B. 153 of the 129th General Assembly). The HFF is assessed to all hospitals that meet the conditions in Sections 5112.40 to 5112.48 of the Ohio Revised Code.

Determination of Medicare Program Costs: The following data elements were extracted from each hospital's Medicare Cost Report (CMS 2552-96). Values were extracted for the primary hospital and if applicable Subprovider I and Subprovider II.
